Preheat oven to 400°.
Line a muffin tin with paper liners.
In a medium bowl, combine the dry ingredients.
In a large bowl whisk the eggs and mix in the melted butter, milk, and almond extract.
In a small bowl combine all the topping ingredients except the butter.
Add the dry ingredients into the wet ingredients and stir to combine.
Once combined gently stir in the apple butter.
Divide evenly among the 12 muffin tins.
Add the softened butter to the topping mixture and crumble it in with your hands. It will still be fairly dry. Top each muffin with the streusel topping, using all the topping.
Bake in preheated oven for 25 minutes or until toothpick inserted into the center comes out clean.
Cool and serve.
